Abstract
O Autor passa em revista o debate sobre os principais preceitos relativos à Autonomia dos Açores e da Madeira em sessão plenária da Assembleia Constituinte. O ponto de partida foi o projeto elaborado pela Comissão para tal efeito mandatada. As intervenções feitas durante o debate na generalidade apontavam para uma consensualização rápida e pacífica sobre a matéria, até surgirem objeções de fundo por parte do PCP. Este Partido apresentou numerosas propostas de alteração durante a fase do debate na especialidade, de cuja discussão resultou a compressão dos poderes inicialmente previstos como conteúdo da Autonomia Insular. Daí se originou o “Contencioso Autonómico”, mantido com firmeza pelos órgãos de governo próprio democrático de ambas as Regiões Autónomas e só finalmente solucionado com a revisão constitucional de 2004.
