Abstract
Latin American welfare regimes have been dependent by the stratification and segmentation of their responses, in parallel with the galloping growth of the informal labor market. The models of international insertion adopted in the region since the 1940s have emphasized the conflict between statist (protectionism) and market (productivism) perspectives, with clear consequences on the format of welfare regimes. In this article, we argue that the succession of models of international insertion and the current fragmentation of national strategies not only maintain the legacy of policies – stratification/segmentation of responses – but also configure segmented policy initiatives dependent on political cycles.
